Need help with HIS 7870 Ice Q only working at 60%

I recently purchased the HIS Ice Q 7870 on sale during black Friday, and I am having a problem with it. I installed the latest drivers (12.10) and did a minor overclock on my card, however I'm getting results in games and benchmarks that are a lot lower than what reviews on the card have stated. I have also noticed in MSI Afterburner that my card is only running at 65% on load, and only sometimes spikes to 100%. This has been the case during Metro, BF3, Skyrim, Furmark and 3DMark. Any ideas on what might be causing this? Do I have some weird setting set, or is my card faulty? If you need anymore information I would be happy to provide it

Could be a throttling issue, What temps are you getting @ stock speed(1.1GHz?)? A custom fan profile (60% or higher) might solve it.
What are the scores you're getting in said benchmarks that are lower than the reviews?
You could also try updating the drivers to the latest Beta8 (12.11) which increase performance in different games/benchmarks.

as suggested fill out your config in the signature . also monitor temps using GPU-Z or HWinfo32. core and VRM temps. do you have the 12.11 beta 8 and 12.10 cap 1 installed.

My temps were pretty normal, 34 degrees idle, and at max load it hit 59 degrees. Celsius of course. I was comparing my results to this video http://youtu.be/UkOZhwutP-o which is the exact same card, and overclock I have. In this video, on Crysis he got 44fps stock, and 48fps OC. Mine OC I was only getting around 35. In Metro 2033 he was getting 72fps, I get 30fp when nothing is going on, but when my gun is out it drops to 20. Skyrim he got 77fps, I get 55fps. In another review the reviewer managed to get a 3DMark11 score of 6993 stock settings, and I only get 4500. Something I hadn't thought about is CPU bottleneck, which might be my problem. I've updated everything in my system except my CPU as I bought everything pretty much on sale, and CPUs didn't go down much. However I do plan on upgrading in the next month. My current CPU is an Athlon II X4 640 (I know, terrible).

Now as an update, I decided to install the 12.11 beta 8 drivers, and that seems to have solved the problem. I read in another forum that after 12.6 something happened with 7870 cards that made them only run at 60~%, but this beta driver seems to finally fix that. I ran my tests again, and even tho my games are still getting really low fps, my 3DMark score matched the one in the review I saw.

So I guess my next question is, would my games be bottlenecked that badly by my CPU? Or do I still have a problem? I'll update my specs right away.

There is no waaay that you or that youtube review can get 72fps in metro with maxed settings regardless of the resolution:

And your CPU is the bottleneck if you're gaming @ 1080p or less.

OP metro 2033 maxed out with DOF and MSAA4X will crush the HD 7870 at 1920 x 1080. there is no way you can cross 40 fps.

XFX HD 7870 - 29.3 fps

Metro 2033 is best played without DOF ( it kills fps by almost 50%) and with AAA (instead of MSAA 4x). With Very High settings and AAA without DOF and without physx you can expect to hit 50+ fps when overclocked to 1.2 Ghz.

I was already using AAA, but I turned off DOF and I was getting 50fps in normal situations, and 30fps in combat situations. Thanks for your help, I'm gonna tweak around a bit and see if I can get the fps in combat up

I have a similar issue I have an overclocked 2500 k at 5ghz and when I crossfire 7950s I get at most 60. % use age on the cards in say bl2 or bf3 and from what I can tell its a CPU bottleneck

No matter how high I turn the graphics it's near equal performance running a single 1080p monitor need higher resolution or eyefinity set up to get anything out of the crossfire so I'm gonna go with one card still a nice boost over my 6870 cf set up

Using the beta 12.11 drivers fixed the issue for me, and a 2500k is better than the processor I have. Go to AMDs website and try out those drivers, it might help
