Since your sister doesn't game, I HIGHLY recommend go with the XFX Geforce 7600GS, shadermodel 3, lots of new features highly enhances video and others visual quality.

I guess the 6800 is a better card then the 7600, right?

A 6800GS is more powerful than a 7600GS. Which is sort of odd but it is definitely the best card suggested yet.

7600GS have fully support dx9.0c shadermodel 3. 6800 is indeed stronger in term of gaming, but do those people game, that need the performance over beauty?

Depends on what 7600. The 6800GS will kill a 7600GS, but a 7600GT is more like a 6800Ultra's performance.

@ shajbot, the 6 series cards also support SM3 and DX9c fully.

The 6800XT isn't a bad card but is significantly slower than a 6800GS.
