Well I'm happy to report that after hours messing around in RadeonPro I have managed to almost completely eliminate microstutter and reduce tearing significantly. Tearing is still there, but it's not nearly as bad. I can live with it. (Well the tearing is the same I've just made it more random and less of a "scanning line" effect)
I'd still like them to fix this, but I'll live.

Seriously though RadeonPro's dynamic framerate control is awesome. Instant stutter fix. ZERO stutter. None. Nada. The only "stutter" isn't actually stutter, but frame tearing.

tripplr buffering should fix that,

you can run DFC and vsync at the same time, so vsync+TB should fix your tearing...

Triple buffering didn't make a difference

you have to have vsync on for TB to work. They are a package deal.
