i think both,

but i dont think its all about improving speed core for core, compared to ivy,
it will perform better then ivy, no doubt..

not really into comparing ivy/haswell yet, its alot of talk, and noone really knows,
remember the story with sandy and ivy, before launch, ivy would beat up sandy by 15-20%?
didnt happen either, was more like 5-10%.., main advantages where/are, runs cheaper electric/voltage wise,
native USB 3.0 support, PCIe 3.0, better igpu and imc..

Ivy won't be much cheaper, but Haswell is a new architecture. It's a "tock", so it really will be faster. But it's the same process as Ivy, so it should OC about the same.
