I think i see where his dad is comming from with the rough theory. A rough surface technically has more surface area than a smooth service. This theory would work if the grooves on the chip and the base of the heat sink would fit together. But in the case of heat sink and chip, the rough edges would cause a gap rather than more surface area because the rough surface does not fit together.

The mainstays for thermal disipation.

1) Mass that has efficient thermal transfer properties
2) Surface area of the mass (as FaLLeNAn9el pointed out)
3) Contact between surfaces that the heat needs to be transferred across. Bear in mind that to the human eye a surface that looks smooth is in fact riddled with lans and grooves. Completely flat is not possible. It is the nature of matter, that is where the TIC comes in - it fills said voids.
4) Pressure that is evenly distributed across the surfaces.
5) Airflow to dissipate thermal activity (Air-only apps especially).

Flat, shiny, smooth surface is definitely better... Only reason why most companies don't have them that really flat is that sometimes the HSF will stick to the CPU like a vacuum and if you try to pull it off it will pull the CPU out of its socket with the lever down.
