Im getting this thread back to life.
Couse i have the exact same question. i need a true 4 pin controller.
I need a signal on the fourth pin to get the PWM Fan hub on the phantek to kick alive at start.
Anybody know of maybe 5.25 bay controller only need one cable tough.

I have the same issue. Fans dont spin until I get to desktop and start ASUS Suite III. I was told to connect the Phanteks PWM hub to CPU_Fan. On the hub I have 4 Fans from my Cooler Master 240m Seidon in a push / pull. Pretty sure there is a better way to set up the Phanteks PWM. Fan controller maybe?

Not sure why you would want a PWM fan controller since PWM is automated by the motherboard's temperature sensor, which defeats the purchase of having a controller since a controller is normally used for manual control. Isn't that the whole reason for "control"?

Okey here's the deal, Phantek has an Pwm Hubb in the Enthoo Primoo, so you connect all fans there, they get controlled by the pwm header on your MB.
Now my old X58 MB doesnt work in pwm, so it doesnt start the hub, Couse the hub starts only if it gets a signal on the 4th pin, so now i have to find a other way to start the hub,

So a controller that gives a signal on the 4th pin is whats needed, i solved it by picking up a better board with pwm on ebay,

Asus P6X58D-E has PWM on CPU fan header but you may need to set the bios for it to work.

Yes i know, But not if you once as a noob shorted the header and it stopped working, got another identical board from ebay, so my Water blockes fitted. xD

The shipping is over 25$ for UPS. And 40$ for USPS.

Sunbeam Rheo is the only pwn controller I know of but it's been a while since I researched. I ended up just using 3 way splitters on my mobo pwm headers and controlling my fans via msi control center software.

Also for Canada you want Dazmode or Aquatuning.us. I HIGHLY recommend aquatuning. I get my parts from Hamburg, Germany to Edmonton, Canada duty free in 4 days(well the duty/import fees are paid for at checkout and much smaller than the surprise butt secks fees you will get from canada post/usps or UPS). I will never order from fcpu again unless I absolutely need something they have that I can't get elsewhere. Bad customer service, bad q/a.

Dazmode is good but selection and stock levels are pretty weak and somehow it takes longer for shipping than when I order from aquatuning. Customer service is top notch though.
