Not all fans are created equal when it comes to disassembly. Some fans just have simple removable blades, so take some tedious work, so it depends on the fan. But in general, you can get most of them taken apart if you really wanted to if you want to pain them. It might just take some patience and finesse. Noctua's are indeed a solid choice, and you could always try out the Corsair SP120 that Memory Express has, I have heard they are decent for cooling, but can get noisy at higher RPM's. A fan controller or voltage drop would probably be advisable in that scenario if you want to lower the noise.
