Yep, it looks like that for me too now.  There's a "Send Feedback" option on the bottom right corner.  I say we all yell at them and tell them to stop changing things so frequently.

I think that this change has been being rolled out for different locations and also different browsers in these locations for a very long time now.  A few months ago, a friend of mine shared a complaint with me about how YouTube had changed and I'm seeing some of the things my friend spoke of now.

Unfortunately, we'll have to get used to it.  I guess the good thing is that once we're used to it, it'll feel natural again.  Perhaps we'll eventually begin understanding why they made all these changes.

There's no reason to change it unless you're improving. I don't see this as any improvement.

Working in the IT world, and having to teach young kids, and older adults who don't respond well with change.... Well, you can imagine my frustration when I have to teach them how to use a website they're already used to. Usually its simple things like the Office suite, or how to use Firefox. But now Youtube every 8-16 months?

Well for the record, I'm expecting that they will change it again as soon as we're all used to it.  Still on the record here, I don't like how often they change everything.  I'm actually getting sick of it and I'm losing my patience with them.  It sometimes seems to me like they don't really care about what we think.

However, I want to give them the benefit of the doubt.  I am hoping that once I begin getting used to this that I might begin seeing why they made these changes, and maybe I'll feel that these are all improvements.  Naturally, I don't want to believe that any of these changes are improvements because of how accustomed I was to the way it was before.

I hear ya'. It's just irritating about how it generally looks. Before when they would update it, it was tolerable. But now its just ugly. Everything is aligned left and just doesn't look good. I don't even want to go on Youtube from my desktop. Luckily XBMC can stream videos in combination with my tablet.
