While you think you will "save up" some money on AMD/8350, if you buy rig from scratch, for overclocked 8350, you will need to pay at least 30$ more for more powerful PSU, and you will spend the same money and even more on electricity bills so no there are no savings at all with AMD on a long run!

You won't save money on power unless the op is running his rig really hard 24/7. If the op has the habit of keeping his computer on he will actually save money with an fx 8320 because they have better idle power consumption than a 3570k.
Yeah your max power consumption is high but honestly unless you are folding or benching all day it won't really matter.
As for the chipset thing, it really doesn't matter unless if you are running a multi gpu config or high end ram (neither of which are luxuries that a budget build will be concerned with). The drivers work just as well for AMD so I have no idea what you are talking about.
