In all honesty? A single 4GB 670 for the time being, then sell it when the new cards come out. 690 IMO is kind of pointless as even my 670 SLI can beat it in many instances.
I personally haven't hit a VRAM issue but I'm also not doing surround. But if I were you, wanting to go green, I would either buy 2 4GB 670s or (if you can) just buy one, and either sell it when the new ones come out or buy another one after the new ones come out and the prices drop.
Now that being said. Depending on the 4GB version you get, it could be more difficult finding a water block for it if you wanted to go full cover. I personally never saw the point of spending all the money on full cover blocks for many nvidia cards but to each their own. My universals have done me quite well, I quite enjoy being able to use them generation to generation, lol.
