Welcome to the wonderous world of micro-stuttering, it makes 250 FPS look like 25 FPS.
Nvidia and AMD both have it, but it's noticably worse on AMD.
HardOCP tests have shown it before aswell.

Did they fix the issue where there is a tear-line on the desktop, on monitors with outputs different than the primary monitor? (I still have that)

There was no real "guide."
Just a lot of forums with a lot of separate suggestions, and a lot of trial and error on my part.

I recommend you try the eyefinity club. Then ya need to decide on a way of overclocking, which I assume you are. The method of overclock and the process is the root of a lot of issues because AMD is preventing the seamless interaction that once was.

I am currently trying a few suggestions from you guys. Will post with results.
I'm also going to try "like" inputs one more time. See if there is a difference now that my FPS is capped properly.
