To be fair, I agree, a 1090T wouldnt bottleneck dual 480s in any way that would impact performance.
OP, you are comparing an i7 to something that trades blows in performance with an i5 or even a Q9550.
Thats part 1 of the answer.
The rest of it requires more specific information about each of your setups.

The pic is of both 480s being fully utilized, not the cpu

I suppose I should address a different angle of this question as well.

No, its not Nvidia playing dirty.
For what reason would a compant intentionally do something that would make part of their target market refuse to buy them?
They have noting to gain by hurting the performance of their cards in AMD systems so long as AMD customers keep buying their cards.

The 1090T has better IPC anc generally better gaming perfoemance than his 8150(someone correct me if im wrong).

I think it might be APM "application power management" kicking in and dropping clocks down to 2.8ghz on the cores.

piledriver, while having improvements over bulldozer, is still not a good gaming solution. i would look for a cheap 2nd gen i5 from someone here on ocn, and a good Z68/Z77 motherboard if you really want to see a performance increase

For a single GPU setup with a decent amount of ram, a decent hard drive, etc. etc., an FX 8150 is fine for a gaming rig. Will it beat an i5 or i7 Sandy/Ivy Bridge CPU? NO!!! Will it play games badly? ABSOLUTELY NOT!!!! It will play games just fine for about 95% of normal PC gamers.

OP, your friend's CPU is fine. Your friend's framerates are fine. Everything is fine. This forum has a very heavily Intel biased outlook. While it is true that the Ivy and Sandy Bridge i5/i7 processors are indeed faster, that does not mean that an FX-8150 is a bad processor by any stretch of the imagination. If he were to have two or more graphics cards, then ivy/sandy bridge makes a case for itself. With only one card and playing games like Minecraft that CPU is great.
