Can't get second 7970 to recognize

I can't get my second 7970 to recognize as hardware, it boots up, and the fans run, but windows won't see it... what am I doing wrong? I've tried both cards in the first slot on their own, and both work fine. they are MSI R7970's, and the motherboard is an MSI Mpower z77
