Major Computer Problems

Recently I did a Hard drive fragmentation using Razer Game booster and after that I could not longer launch league of legends because it gave me this error: Failed to launch RADS/system/rads_user_kernel.exe . I tried to download this and run it and it did not work. So what no big deal, I go to uninstall the program and get many more errors. I try to uninstall and re install then it says It cant install dx11 and now I have 3 folders with league of legends. When I try to uninstall it with ccleaner or windows it says access denied even though I am the administrator.I tried to uninstall the software and its says windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item even though I am the administrator and logged in on an administrator account. Also when I try to run league it gives me and Error 5 Access denied sign. Also when I tried to download a random application and run it it also gave me this you do not have access sign. It specifically says: Unable to execute the file in the temporary directory. Setup aborted Error 5: Access denied. Please help

The only thing that I would be able to think of in a crisis like this is using System Restore.  So, if you have it enabled, then I recommend using it.  I have mine disabled, so I would be screwed and I would probably be formatting and starting over right about now.  :(

I have ownership over everything any other alternatives to a system restore? I have a phobia the system restore will fail or wont be able to recover and something will go wrong.

System Restore in Windows 7 works very well.  I recommend it.
