I have a Geforce 7600 GS right now in my computer and the fan on it is extremely noisey, from when i start the computer and then when it shuts off. Is this normal? or is there something wrong with the card..
It is probably the noisiest part of my computer..

Get an aftermarket fan. Also, did that happen when you bought it, or it just started recently?

You should post this in one of the grahips cards sections; you may get a faster response that way.
Anyways, it could be the fan bearings that are going, or it could be that the fan is just too loud. Easiest thing to do is to change it (get a new cooler for the card).

Sometimes fans are mad crazy until the pc is on to allow it to adjust to the card temp or w/e. Start up and shut down are usually when it isnt adjusted its jut on full blast. Just a thought.

I have a 7950 GT and buddy has a 7900 GS, both of them are very loud on boot... almost does a few "wooshes" like its blowin out dust or something its wierd. Also if I hold my reset button for a few seconds its constantly doing that "woosh"

And as said before, fans are somtimes running at a max speed basically until the video card is taken control of by your computer (motherboard OS w/e not sure which). Big typhoon really loud until I get into windows.

If the fan starts making some odd noises or something may be faulty but if its keeping you cool its not a bad problem I don't thiink a little noise never hurt anyone....

Sidious is correct. Fans being at 100% speed on boot up is common and not a problem. The software fan controllers just probably haven't kicked in yet.

thats exacly whats wrong the software ahsnt read the temp yet so it speens it at 100% to keep it cool untill it can read the temp my chipset fan does this to
