8800GTX heat problems + Where to buy thermal pads?

My friend recently gave me his computer to sort out and he has 2x 8800GTX in an SLI config and the big problem here is that they idle at 70c+.

I have taken off the coolers, cleaned the things and reapplied paste but this hasn't really made much of a difference. I just wanted some advice on what to do with these cards because games are just unplayable since the cards just skyrocket and shut down the pc.
I have just one running in the PC right now and it is still idling at 70c. I would rather try and fix the problem with the stock coolers as he doesn't want to spend money replacing the coolers on these ageing cards.

I would also like to know where in the UK I can buy some thermal pads you find on the GPU memory since one of the cards is missing more than half of it's pads and that can't be good, or any alternatives to the pads.

I had 1 running in my system a while back and came across something similar. Remove the heatsink and open the heatsink itself up.You should be able to see the air chambers where air is directed to the back of the card. I can almost guarantee DUST is clogging up there and preventing proper airflow. Redone mine twice over a period of YEARS and recently done a friends GTX260. Had a similar setup with chambers.

So remove Heatsink from card
Open heatsink itself up and clean out the DUST buildup
Put heatsink together
Apply thermal paste to card and place the heatsink back on
