I would instantly say that it's your chipset and you just have some lucky stuff that doesn't die by running above 37 MHz.

Please correct me if you do have a PCI lock.

i think i remember that it does have a PCI lock but idk because i had to switch back to the onboard lan when i got past 2.24 Ghz. then again my PCI HDD controller it still working fine and so is my soundblaster.

Instead of making an ISO, just go to the clock folder and setup. Theres also a monitoring program.

Sure, why not?
You may actually see a large increase in performance if you old psu was the issue.
