Right now, I am working with Power Limit 20, core clock 1175 and mem clock 1620.
Is that decent?

That's an average overclock. 1200+ would be good, 1275+ would be amazing.

Ignore that. 1175/1620 is super on stock voltage.

'Aight. But the problem is, if I overclock over the 1175ish line, it does a weird thing.
First, the screen freezes, the mouse freezes, but the sounds keep going.
Then most of the programs arent responding.
Then it goes black for 4 second-ish and then, it resumes the screen, saying AMD Driver has crashes and has re-enabled itself or something like that.
Then it happens again around 10 seconds later.

That means the card just soft crashed from too high of an overclock.

From such little overclocking?
Now it gave me the first grey screen..
Anyway, I really cant run this card with any overclocking, at all.
Tried it, and I just cant.
Is that weird or what..
Also, what causes those crashes? The core speed or the mem speed?

It depends on what it's stock voltage is. Run gpuz and see what the voltage is maxing at.

Damn, that's a lot of voltage. What does your core temp reach with sustained load?
