X1900XTX not running at rated speeds?

I recently upgraded to a 1900xtx from an 1800xl. I didn't reinstall windows but I used driver cleaner to remove the old 6.11 drivers and reinstalled them again as I normally would when updating drivers...

In any case, the performance boost is noticeable but something is odd, both in systool and the ati control center the card reads 500mhz core clock and 594 memory clock. Is the old card interfering somehow? I'm just assuming its getting the 500mhz clock from the old 1800xl? Is it just not reading properly and running at the right speed? Its possible that the speed is being read right and the noticeable increase in performance could just be from twice the amount of memory compared to my old card but I dunno!

One other thing worthy of note is that upon startup right after windows loads theres a point where the screen doesn't receive a signal long enough for it to go into standby for a few seconds.

So what are my options?

Thats normal. theres alot of posts about this and they are all for the same reason. CCC sets the cards clocks depending on what its doing, if your not doing anything then it runs the 2D clocks which are what you are seeing, but when you load a game or run a 3D applucation the clocks will raise to the stock mhz. Its normal theres nothing to worry about.

I say we get an FAQ stating that these cards have a 2d and 3d profile nad dynamically adjust when a 3d app is running...
