The difference between Halo 3 and 4 is greater than the difference of any two COD games, including the games before it was set to repeat (ie post MW). In some ways, they changed it too much...
I do understand your point, and I definitely understand the desire for new AAA franchises, there's a reason new franchises are rarely successful. It takes a combination of skill, timing and a bit of dumb luck (the right people pushing the game the right way or a major game flopping causing mainstream gamers to explore) for smaller budget games to get the attention needed for proper sequels, and it takes a huge risk for a publisher to try to force a new franchise into popularity- if the game goes up in flames it takes a lot of money (and jobs) with it. New = small budget, established = large budget is the status quo for far bigger reasons than laziness.
