Possible PSU problem? New PC build, weird problems. PSU crackling noise, mouse dies for 1 second, usb ports die, etc

My friend built a new computer a couple of weeks ago, here are the specs:

Windows 8 64-Bit
GIGABYTE GA-Z77X-UD3H LGA 1155 ATX Intel Motherboard
Intel Core i5-3570K Ivy Bridge 3.4GHz Processor
G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM
GIGABYTE Radeon HD 7950 GPU
CORSAIR HX Series HX750 750W PSU
SAMSUNG 830 Series 128GB SSD

The computer assembly went fine, and everything seemed to be working well, but the first thing I noticed was that the PSU made soft crackling/electrical sounds when plugged in & switched on (even with computer off).

I at first thought I had a defective PSU, however I also noticed that this noise for some reason only occurred when my laptop was plugged into the same power strip. Bad power strip maybe? No, it happens whenever my laptop is plugged in anywhere in the same room. Ok, so maybe some weird power thing, so I just didn't plug my laptop in there anymore, not a big deal.

A couple of days later my mouse and wireless adapter (both usb) stop working. The keyboard still works as it is ps/2. Strange, as it is only 4 usb connections (mobo connections on the back) that stopped working, but fixed with a reboot.

Another day later my screen goes completely white and computer is frozen (lights on keyboard are on but don't turn on/off with capslock etc, no mouse, nothing works but reboot). A week or so went by with no further incidents and I dismissed it as a fluke, although my mouse would stop working for a second or two every so often.

My speakers also have an odd problem I noticed where they suddenly get quieter for a few minutes and then return to their normal volume without me having changed anything (mid-youtube video or any type of media).

Today, the same USB ports stopped working again. Rebooted and it fixed them, then got the white screen again about 30 minutes later.

I'm really curious what is going on here, and am hoping it's not a bad mobo/PSU but I can't really be sure and I can't really RMA anything until I figure out what it is.

Anybody have guesses? The usb drivers should all be up to date and same with mobo drivers etc.

Thanks for the help!

CPU voltage is between .972 and 1.020 (sometimes with spikes up to 1.176?)

Is there anything specific that would help? Not really sure what to look for.

Here's a screenshot that may help:

I'd be inclined to think it's the motherboard, but you should test the system with a different also.
