Not wanting to exaggerate this problem, but well, here it goes.

It started with skyrim and mods, i used FRAPS and noticed i was only getting 30ish-40ish fps with msaa with a 7970 at 1920x1080, with SSAA it would go down to around 25 fps.

Now looking at benchmarks, my card (which is a vanilla reference model-HIS) should be getting more than this even with mods, mind you i do have 8 gigs of ram (1600 8-8-8-24 2N) and a i5-2500k overclocked (4.5).

Going by all this, i decided to reinstall skyrim, delete everything, then reinstall.

No mods, no nothing.

Ultra high quality settings and even trying no high-res texture pack, fxaa, no msaa & vice versa.

Still only between 30s & 40s, now i asked on the nexus, and a fella who said had a 7950 said he got a steady 60 fps, i don't know what his settings were and such, but looking at some benchmarks a 7970 at 2560x1600 gets a i believe a average of 78 fps?

I saw this at hardocp so idk whether to take with a grain of salt or what.

Anyway i decided to redo everything, wipe my hard drive & ssd clean, update my bios, restabilize my cpu overclock(4.4 this time) with Prime95 (24hrs custom blend with 90% of RAM doing some short 1344 & 1792s beforehand ), reinstalled windows, and installed latest drivers, all of this not in that very order but one within reason.

Reinstall all programs, and even did a gpu overclock which is another thing, the core voltage i increased to 1212, the core clock is at 1160, and the memory clock is at 1770, use the GpuTool stability test for 30 minutes, ran 3dmark11 (only scoring like 7500? stock only like 6400?), ran 3dmark10, and even ran Furmark, though which wasn't long because temps got WAY too high quickly, so i decided just do the benchmark since it was short and scored higher than others with a vanilla 7970, guess due to overclock, but seems inconsistent with 3dmark..i don't know?

Then going to watch a youtube video after said and done and then my screen goes to a frozen blackish brown screen, so i decided to put it back to defaults for the time being.

So i reinstalled steam & skyrim, same fps, with that overclock 40s & 50s hardly an improvement to me anyway, with msaa.

Tried the lowest quality settings still 40 & 50s.

Now i have disabled vsync both CCC and the skyrimpref.ini file, still no change.

Heck, even used razer's gamebooster program.

Also tried Afterburner's FPS monitor to see if it matched up with FRAPS...it did.

My monitor is only 60hz but should still get a steady 60 fps right or am i wrong in all of this?

My motherboard is a ASUS P8P67 deluxe, i "want" to think maybe its because it only supports PCI-E 2.0 and the 7970 is PCI-E 3.0,
but from what i know that is very unlikely.

Tried morrowind with the overhaul mod and with 4x msaa, but i don't even get 30fps outside.

Maybe something is broken, or i did something wrong down the line i am not sure as to what the problem is.

Sigh, i highly doubt anyone could come up with a solution, but if someone could, man that make my day, big thanks to you.
