Win 7 64 Ultimate Ram oddity

Alright so today I exchanged a CPU cooler that I had bought from a small comp shop where I live for a 2GB Samsung stick of DDR3 1300. Turns out its the exact same model as my other RAM. Now the interesting thing is that as you can see from the pic below windows is only saying 4GB usable out of the 8Gb. checking resource monitor it states that 4GB or so has been reserved for hardware usage.

Now as you can see in this second pic all 4 sticks have the same model number and were made within weeks of each other so the only thing that really changes in the pics is the serial number between them all.. Bios also shows that there is 8GB installed as well.

I've made sure that under MSCONFIG max memory is unchecked and also reset the bios as well. the computer is not really running slower (or at least it does not appear to be). but I just find it odd that after installing this last stick its only using 4GB when before it was saying 6GB (which was installed) was usable. The mobo can handle up to 16GB so I don't think its being limited by the mobo...
I have been reading that a bent pin on the cpu can cause this but I know there is not as the thing was reseated just a day or so ago and I always check to make sure none bent while cleaning and re applying the thermal paste.,

Any thoughts or ideas?

Also the entire system is AMD which is why its posted here.

There is no option in bios for memory hole.

Also this issue is now fixed and windows is showing all 8GB as usable. Moved the ram around (really just switched two sticks) and also cleared the bios a couple of times and now everything is in order. Not really sure why it made a difference but for some reason it did.

You have an ASUS, he has an ASRock. Gigabyte does not have a "Memory Hole" setting either.
