Really there's nothing wrong with the FX-8350 other than it using more power than a 3570k while generally having worse performance in most applications.
The 3570k is perhaps the best performing CPU for it's price and the 7950's should keep the system from needing any graphical updates for a good 5 or so years. If money is a concern then it may not be worth getting the second 7950 (yet).
The Samsung 840 is in a lot of ways very similar to it's predecessor the 830 so if you can get an 830 128GB for less I would suggest that. Also get a 2TB hard drive for installing most programs/all games if he doesn't have one (a Samsung F4 is pretty decent given the low price and high performance).
For the power supply I suggest getting something stronger as EarthWatts are generally ideal for weaker more efficient computers than this. A Corsair or Seasonic power supply of similar wattage would be ideal.
If you can get a mechanical keyboard with Cherry MX blues. They touch typing is simply orgasmic and they don't have to cost that much (about $130 for my Das Model S). Note that you should wire them with PS/2 to get the best performance versus USB (don't even mention wireless).
