I've heard that most drives (Seagate and Samsung included) park their heads on-platter (over the edge, where there's no data) while WD drives park their heads off-platter.
This could be the noise you're hearing - the head might literally be moving 2-3x farther, off the platter, making an odd swishing noise before it powers down.
If none of the drives have failed, I would say it's normal and not anything to be worried about. It might even be a safety feature (off-platter head parking) that increases reliability and shock resistance. (Can't damage the head/platter easily while in transport.)
If you're hearing the sound a lot, you should check your power options in the control panel to make sure hard drive spindown is off. You may also want to grab HDTune or Defraggler and check the SMART info of your drives - if they have a high amount of LCC (Load Cycle Count), then they are parking their heads a lot, which supports my hypothesis.
