help picking ddr3 8x2 16gb for my i5 system

i have been looking at these two kits cant make my mind up for which one to get

i am open too other ram kits this is just want i think is good for me
i play games, photoshop, and have alot of programs open at one time and find my 6gbs of ram isnt enough and it will be going into my htpc in a upcoming build

I dont think you're not gonna notice a difference 1866 and 2133. Definitely not worth the extra $40.
Personally, i think you're even good of with 1600.

I core CPUS have a integrated IMC if you plan to run it on stock clock you´re good with standard rams that are rated for the CPU, if you plan to over clock get the better rams wich leave headroom for higher clocks, simple as that i guess.

Btw. an Ivy CPU should be fine with 1600 ram i guess so both of your choises leaves headroom for OC.

i oc in the winter as the room that my computer is in gets very warm that when im just on the web the third core gets to 50c
well my motherboard let me go past its max 2133 in the bios

2133 isn't worth $10 over 1866, much less $40. 1866 is a sweet spot for value media editing. You're in dual channel mode anyway, so it should be pretty good. I'd recommend Patriot memory as well. Corsair's value series' have failed me in the past. 16GB is also a sweet spot for value media editing. Both options are good picks, but unless you get into real heavy stuff like 4D rendering or massive (and I mean MASSIVE) photos, 1866 should be good for the $40 savings.
