I'm not sure my case is the CM storm Trooper I'm not sure what will fit

You can always easily mod your case by drilling 140mm screw holes for the bottom.

So lets get this straight before we continue, would you prefer a closed loop (Corsair Hydro Series/Kraken Series--cheapest = $140 or less), Custom Loop Kit (like a XSPC Raystorm kit--second cheapest, but better than a closed loop = anywhere from 120 to $300), or a whole Custom Loop (expensive but the best = at least $300)?

I'd like to go with an XSPC loop

Alright so I looked at your case and you have 2 X 120mm front fans, 2 X 120mm side fans, 2 X 120mm bottom fans, 1 X 140mm rear fan, and 1 X 200mm top fan.

Without case modification (from just knowing your cases fan specifications) these are the XSPC 240mm kits you can choose from (at least on frozencpu).
The list is in ascending order by performance.

XSPC RS- Rev. 4 Pump in this package
XSPC RX- Rev. 4 Pump in this package
XSPC EX- D5 Pump in this package
XSPC RX- D5 Pump in this package
XSPC AX- Twin D5 Pumps in this package
