The bottom fans are intake, the top is actually exhaust, but with the heat rising the top fan does not run too fast. I actually liked the rv03 so much i could not get rid of it when i decide to custom water cool. I got a pedestal and put it underneath the RV03, the bottom case fansof the rv03 actually pull in enough air through the rad, that the rad fans don't turn on unless i am pushing the video cards or/and cpu.
on the contrary, yes there is difference. Ref blowers are suggested for vertical mounting. After market coolers can as well but but take note about the heat pipes.
I have ask service personnel from taiwan long time ago about orientation of the VGA coolers
As far as I remember these of coolers is not so efficient with vertical mounted vga
or this one
on the other hand, these types of coolers is good or ok for vertically mounted vga's cause air can pass through heat sinks
I have found out the the ref blower types is the best for vertically mounted. I have done some test with my R9 290 ref mounted vertically and horizontally and from my experience, they work best on vertically mounted especially when running more than 2 gpu's
