Having your health not regenerate gives you more depth IMO. With health regeneration, you are either dead or not after a fight. If your health doesn't regen, you can be 75% dead or 25% dead after a fight, and being low can make that next fight even more interesting. It also gives you incentive to avoid fire entirely, as opposed to just ducking behind cover often enough.

Regenerating health in an SP shooter just removes a big part of the game which is looking for/finding secrets. Looking for guns/ammo is also taken away because console gamers can't handle 10 different guns when they have just 8 buttons.
Health packs also makes the game more tense because you can't just zerg into every group of enemies you run into and don't care about dieing because at the last save you probably had full health. While in a game that require's you to manage your health well you can't just rush everything because you'll eventually run out of health.

Except the first Halo, didn't have regenerating health, still used the oldschool health packs. Wasn't until 2 that they had regenning health. and Halo 3 ODST went back to health packs as well. Regenerating health isn't new, it's been around since the SNES, it's just gotten a hell of a lot more use lately.

Personally I find Regen health as a lazy method for not thinking and distributing health packs in well placed and tactical locations in regards to game devs. Putting regen health "relieves" them of all that planing and thinking and therefore relieves the player too.

If you can backtrack, you can survive, meaning pretty much all stress is removed from gameplay.
With regen health rather than needing to watch ammo, health, and other things, you only need to worry about ammo.
