timing and mhz question (noob)

if you buy a kit w/ 16gb (4x4) w/ 2133mhz and 9-11-10-27 timing, is the mhz and timing per stick of ram? sorry if the question is stupid or doesn't make sense lol

I don't really understand what you are asking, but, yes, that is the specification for each individual stick of memory.

Be aware that:

1.) They may not (likely won't) run at that speed without some BIOS tweaking.

2.) Since you will have four sticks of memory on your memory controller (instead of one or two), your controller may be pushed to it's limits to run those speeds/timings. But most good, overclocking motherboards will be able to accomplish that, again, with a little BIOS tweaking.
