It seems to be a pretty common trend that going from 120Hz back to 60Hz is rather difficult. Some seem to manage it though. 27" IPS/PLS displays in particular tend to all have 20-30ms latency, so I can see why that would be the case.

A better (but smaller at 23") IPS choice would probably be the Eizo FORIS FS2333:

I have the U2711 and Im considering the opposite. Im considering moving to the Samsung S27A850D. Not sure because I am also considering the Crossover and waiting for prad.de to do their review on the U2713HM since TFT central can't seem to get their numbers on track.

Most of the time TFT Central in the ballpark, but when they get a number such as 3.6ms (which they claim is signal delay + half pixel response time, remember) for the HP ZR2740W it's really obvious that SMTT 2.5.1 has some serious caveats. That they don't question such obviously erroneous results is what I find more troubling.

The prices are around $560 for the 850 and $800 for the 970.

Even If I was gaming, I could just turn down the res for lag free input?

I suppose that defeats the whole purpose of having the monitor aside from professional uses anyway

Im am not positive but i don't think you can tell the difference between 13ms and 17ms.

Screen uniformity has nothing to do with backlight bleed. What it does do is compensate for the light guide/diffuser never being perfect.

It doesn't work that way. If you have scaling set on the display, the scaler will add lag. If you use scaling on the GPU it will have the same lag as the native resolution.
