yep new hard drive.

although i think i may have been experiencing this same problem before - but mistaking it for hot weather.

how can i be sure what the problem is?

i have reinstalled windows and still i am not able to overclock the cpu.

i have also noticed two other issues now:

1. normally on first start up the only one of my two SATA drives is recoginised and windows subsequently fails to boot. If i then reset the machine it recognises both and boots fine.... i have no idea why it is doing this.

2. I keep getting seeing artifacts across the screen - this is very bad when capturing video in premiere pro and is moderately bad in internet explorer.

This never used to happen just a few months back - so it may not be related to the overclocking issue, but i really have no idea.

please help...

I use a shop vac to remove dust. I use a straw to blow out dust between the fins with the shop vac close by to suck it up. Your cpu will not cool with the heatsink clogged with dust!
CPU voltage: typically ran my xpm2600 between 1.75-1.85vc with my older Volcano, and all the way to 1.90vc with my Swiftech water cooler (for a year without a hiccup).
I eventually detuned it slightly and gave it to my stepson at 12x200@1.725vc
stable as a rock.

let me tell you the real answer to your problem : you kt6 mobo has a via chipset so no agp\\pci lock . so you have to work only at those fsbs :100\\133\\166\\200 .
so what you have to do is this : put the fsb at 200 and the multi at 9 , then start upping the multi by half ie: 9.5 - 10 - 10.5 .....
you should be able to get it to 12*200=2400 , just remember this : dont change the fsb ,KEEP IT ALWAYS AT 200

i completely cleaned the heat sink and fan of all the dust then set it at 200Mhz x 9 @1.725vc and it no longer would boot - couldn't even get into bios settings. had to reset them using the jumper on the mobo.

how can i find out why this is happening?

set the multi as low as possible 5 or 6 and the fsb at 200 and see if it boots , then start going from there with 0.5 multi increasments . dont forget to check for stability with prime 95 , and tell us what happens
note: make sure to leave your ram speed and timings at auto or speed (let the mobo set it to defult)

I use a vacum on my computer, I dont think thats a issue is it?
I use this:

Also I would inspect your capacitors for buldging and test your ram with memtest.
