While it might match the consioles in terms of power the console will still be better optimized than a sub $1000 pc rig. To have console game look better on pc than a console you have to spend a bit of money.

First off PC's aren't that expensive. Second yes the initial cost of consoles is less but the games are on average more and over the course of a few years the difference in money spent is minimal and in the long run the PC comes out on top.

Technically it is an upgrade, so you will have to get the 90 day Windows 8 trial before you can install the upgrade AFAIK

What idiot spends $150 on RAM?

My case was $40 and my RAM $40, for another 8GB that brings me to $80.

ODD for $50? You can get them from Newegg for under $20 shipped.

My 7770 was $130, it runs games just fine, graphically superior to consoles. Only games I have to run below high/max are Battlefield 3 and Crysis 2, as far as I can tell. BF3 all low on PC at 1080p still looks better than the console equivalent.

Mobo was $70. You can go even cheaper if you aren't overclocking, or if you are using a more efficient CPU.

Don't need a sound card because it's digital out to digital in on receiver. Pure digital audio, no need for analog amplifiers or DACs (which is what you are paying for in a sound card). Almost all motherboards have onboard audio anyway.

PSU was $40; you don't need alot of power from a PSU when you are powering a modern single GPU system.
