This is interesting, I've never heard of video RAM being considered part of the addressable 4GB. I would have thought that the GPU's memory would be considered separate. Could you explain why it's the other way around? Just sounds kind of inane to me.

Scroll down to the 32-bit Client Effective Memory Limits part for the nitty-gritty. Presumably this still applies to Windows 8. I wouldn't know since I've been on 64 bit since Windows 7 came out. 32 bit just needs to up and disappear, I can't fathom any reason for its continued existence.
