I just tested it.

Running around the hallways of office its pretty smooth, but come explosions and once other people are in my vision, it drops down to 5-15 fps.

cli.exe needs to be running for the drivers to work properly.

Also Source is a CPU limited game, which means that your CPU is always going to be the limiting factor for your fps no matter how good of a graphics card you get.

You should also keep in mind that FPS for Source gets lower and lower over all the updates and added content, just because you got higher FPS at some point doesnt mean you'll get the same FPS on todays Source.

I don't see why anyone is saying vsync, that just keeps your framerate at the refresh rate of the monitor, which is all the frames your monitor is displaying anyways. This would be 60 or higher, so it wouldn't be the problem.

I do think a 3GHz intel with HT is enough to get more then 15 FPS unless he is hosting a 32 man server and all the players are in sight.

I would try the latest offical drivers, and see how it turns out.
