Both.

They would have been required to buy a license for it had they included it (hardware decode, that is) by default, which would have pushed them over their target price. Instead they made it available to anyone who wanted to add it, and bundled software decode in it's place.

There's a little more to it than that.

What you guys are talking about is licencing to use the hardware decoder chip. Without it some codecs will only software decode. What I'm talking about is entire codecs missing due to licencing reasons - so no decoding can happen at all; neither in software nor hardware.
