It's more like
Fallout 1 - masterpiece
Fallout 2 - good
Fallout 3 - junk
Fallout NV - junk engine but otherwise good
Quests in Fallout 3 were a joke lol. Fallout 1 and NV had the best quest design and choices/consequences. NV would've been on par or possibly better than Fallout 2 if they used the original Fallout engine instead of being forced to work with that festering pustule of a Gamebryo engine.
Lol I really don't see how anyone can enjoy the tacky Fallout 3 story over the intriguing, immersive NV one. NV had incredibly well-crafted characters, a sensible plot (that wasn't just a cheap rip from the old games) and real reactivity. Bethesda can't think up anything original these days, so they have to copy and mangle plot pieces from the original games, even when they don't make sense. Wait, why are mutants on the east coast despite FEV being on the west? Coz it's a FALLOUT game!! Why are the Enclave back when they were seemingly destroyed in 2? Coz it's a FALLOUT game!!
HAVE YOU SEEN MY FATHER? MIDDLE-AGED GUY
