Pretty much. The whole "Bioware forums are toxic" thing is a case of current-Fanboys complaining about the overly-aggressive posting of former-Fanboys, the reality is that the former need to take an honest look at EA(Bioware) and recognise that they're going the way of Westwood and so many others, and the latter need to just accept that fact and move on rather than trying to bully Bioware into changing(which they won't, because either the individual you're complaining at is complicit in the decline, or they agree with you but could never say so publicly and can't challenge the management without losing their job).
It's sad that another of the old RPG greats has fallen so far, particularly in terms of PC gaming, and yes it does sting for fans of their work to see them so thoroughly bend over for EA after DA:O came along and made us think we might be heading back to the glory days of PC CRPGs, but there's nothing we can do about it except stop buying their products. We'll just have to hope the current surge in crowd funded titles will take up the slack, even if it is a less than ideal solution.
