My maximum budget is $600-$650
I am in the USA
Photoshop, 3d design if possible, and music steaming.
Do you have brand loyalty or care which brands we select for you?
None
What screen size do you require?
Anything over 14 inches, to 16
What screen resolution do you require?
1366x768+
Refurb is not really optimal, but if it is the best price that is alright.
Anything over an hour is amazing
I need to use windows

Is there anything else we need to know?

Hmm, I do know one laptop that is from an Outlet, and it's pretty good for you.
It's from Lenovo Outlet. They are used, refurbished or new, but Lenovo's laptop is really good IMO.

Try Lenovo Outlet, and one of their laptop "Lenovo IdeaPad Y570"

However, you might have few downsides about this laptop such as the CPU and resolution.
I believe it might be sufficient for the tasks that you are doing however if you are going to do some hard-core gaming such as Crysis, Battlefield 3 and etc. Then you are going need to increase your budget to 800/900 dollar.

It's your choice to either choose this laptop or AMD A8/A10 plus their 7670m to make a APU crossfire.
I believe those two are pretty good for the tasks that you are doing.

For AMD A8/A10, I think HP might be a good choice since they are cheaper than the other brands that'll give you AMD CPU and their GPU.

Look at the Envy 6z. Upgrade to the A10. I have one and it's perfect for casual game and about $700

At $700, the A10 would be the best value if the photoshop and 3d design can use GPU effectively.

I would not recommend a CF between the A10 and 7970m. The CPU would be a major bottleneck in many games, especially CPU-heavy ones such as Starcraft 2.
