By all means get the Sapphire 7950 Boost Edition!
I'd try to get a card with unlocked voltage control that'll help you overclock your card even harder.
Unfortunately I don't know which cards come with unlocked voltages but I'm sure some more knowledgeable members on here would be glad to help you out.
Don't get me wrong the 7950 is the card you have to buy if you want to get the most for your money and if you get a good card (it's random since some chips overclock better than others) you'll have even better value for your money.
Don't worry though since it shouldn't be that hard to get a 7950 to 7970 clocks which will make your $300 7950 card just as fast as a $400 7970 card. You can find 7970's for around $350-70 in the US, I'm not so sure about your country but I wish you the best of luck!
After I don't have that much knowledge, so I wouldn't be confident yet to OC a GPU myself, I would have to follow some guides.
But the thing is that the 7950 is at 250Eu, the 7950 OC is at 260EU and there is an actual sale for the 7970 at 320Eu so thats why I'm curently hesitating for the 7970, and it will come with the same games as the 7950 OC but then 7950 has 3 more games than the other 2.

everything else is fine and dandy by my standards.
I already bought the PSU 750W, but I will probably upgrade it sooner or later after I finish the build, so the extra power suply won't be useless
As for the ram, yeah i'll probably take 8gb, should I go 2x4 or 1x8 ?
And for cooling I really don't mind for the OC, If I OC it, i'll just put it to 4.0Ghz, I saw 4.5Ghz is also fine with this prebuild liquid cooler.
