It seems like there haven't been very many AMVA based monitors, much less any VA panels coming out recently

How do you define 'good'? The BenQ GW50 series springs to mind. The BenQ GW60 series will (hopefully) be released shortly and hopefully Stateside in a few months. Samsung has their S27C750P on the way (and touchscreen SC770 series) as well as the S27C650D.

Hard reported the quality control being bad on the GW2x50 monitors, and BenQ NA's customer support being horrible. I wouldn't hold my breath for the G2x60 monitors either. And Dell's S2440L has a horrendously reflective screen and overshooting issues supposedly (I didn't notice any when I tried it). I'm looking for a 24" monitor with light or medium AG that doesn't have problems or bad customer support.

Then I'd wait for Samsung's options. Many AMVA panels (made by AU Optronics) are highly variable between units, it isn't a BenQ issue specifically. Samsung uses their own panels which tend to be more consistent in that respect. And they seem to have a better CS reputation in the US as well.

If you don't notice the overshoot on the S2440L (not everyone will) then that isn't a problem. It is there but it isn't as glaringly obvious as on some monitors, nor does it happen during all transitions. It is highly reflective, though, which is both a blessing and a curse. If you can't maintain appropriate lighting conditions for it then it is more of a curse.
