16ms is the time for one frame to render at 60hz. Basically if the input lag is 0ms, the response is under one frame input lag. If it's 16ms, it means that 1 frame passes between the time of the input and the time it is displayed on screen.

They could have been a little clearer on what that meant, though.

Because not every game is polygon based and therefore they aren't resolution independent, especially older games? And even then some polygon-based games max out at a lower resolution like 1280x800 (Crucius Fatal Fake comes to mind).

Particularly with older games, it silly that I have to use a display technology (CRT) that isn't even manufactured anymore just to have a non-blurry image; even more so when a CRT is BLURRIER than any modern flat-screen technology!

Instead of actually showing the exact input lag measurement (in ms), they simply show every monitor that has an input lag measurement <16ms to be 0ms...

Just because a monitor's input lag is less than 1 frame (in this case <16ms) DOES NOT mean the monitor in question has an input lag measurement of 0 ms (note the emphasis on the bolded ms).

For the reviewer to claim those monitors as having 0ms input lag is straight out lying to the readers.

Just to get some real figures out there:

Samsung S24A650D  - 0ms - vs - 14.2ms
AOC i2353Fh       - 0ms - vs - 18.1ms

The H.I. results are very misleading - simple as that.

The reviewer should have used the exact measurement if using ms, otherwise <16ms or <1Frame would have been more appropriate:
ie.
Dell U2312HM <16ms (< 1 frame)
AOC i2353Fh ~16ms (approx 1 frame)
NEC EX231WP >16ms (more than 1 frame)
