No, it'll break in to the 70's C overclocked to 695MHz. One other thing I failed to mention - the fan on the TOXIC that cools the water block has two settings, high and low. Mine is set on low. Most articles I've read indicate that the temp can be dropped 3-5 C by switching the fan to high. This would run the overclocked core at mid 60's C.

Look Like VF900 Better than that Toxic Water cooler.
Quite possibly. The TOXIC cooler is very efficient but that's not to say that it is the most efficient. It's only one-half the size of the retail version of Thermaltake's Tidewater (one slot as opposed to the Tidewater's two slot depth) and thus less efficient.

The last thing to consider is the air temp inside the computer. The readings I get from my motherboard indicate that the air temp inside my case during hours of heavy load can reach as high as 52 C. This tells me that the TOXIC cooler is able to keep the X1950XTX core about 15-20 C above ambient. Add to that the fact that it operates practically silently with the fan on low and I'm quite pleased.

Still, I may be RMAing it back to Newegg for an 8800GTX and a new power supply.
