You shouldn't need speedstep is the weird part. If you have it on your OS can manage at what frequency your processor is running at.

Sandy and Ivy Bridge require SpeedStep to be overclocked because it works in conjuction with Turbb Boost. Turning Speed Step off basically neuters your processor into a 3.5GHz chip with no boost.
