I would recommend getting two 680s and SLI them along with squeaking a AVerMedia Live Gamer HD in there. You get better performance for streaming with 2xGTX680s than you do with one GTX690, and the Avermedia card will make a major difference with livestreaming 1080p which along with your internet connection should be 100% solid and clear on your viewers end.

But will this card alone take the load for the broadcast, or will the cpu make any contribution

given he's already got killer specs i doubt he'd notice a difference.
with powerful software and a powerful cpu you'll be fine op.

As far as software for Livestreaming, I myself recommend a mix of Dxtory and Xsplit. I haven't messed around with this Open Broadcaster software yet, but its always good to stick with something that works and works great.

I would recommend the EVGA GTX 680 FTW 2GB If your wanting the 2GB version the extra clock speeds are really nice. Otherwise I would overall recommend the EVGA GTX 680 FTW 4GB w/Backplate. Its a little more expensive but that 4GB on each card gives you a lot more overhead allowing for running all the settings at maximum without bottlenecking anything.
