help: computer micro-stuttering driving me insaine

I decided to man up and try to solve this issue. i have been ignoring this issue/didn't know how to describe it, but after looking around i think i can provide a basic description of the issue.

dropped my oc to and reverted back to default bio settings - a few things like cool and quiet and some of the throttling settings

comp-1055t at stock settings
evga 465 sc-at stock settings
hd1-wd 750 black
hd2-seagate 1tera
external-seagate 3tera
mobo-ga-880
ram-2x2 pc 1333 1x4g 1066 (yes i know)
antec 650 bronze

i plan on using mobo's videocard to see if that helps the problem, remove the external (newest), drop 1 kit of ram, and remove the other drive.

btw did a sfc /scannow and it came up clean

issue-randomly my computer hangs for a second. this happens when i play games, listening to music music, watching video files/youtube. it also happens when i use surf, but either it seems less noticeable or last shorter. it is as if it is buffering and audio makes a popping noise and the video freezes.

ie-heroes of newerth-thing just lags out/pauses for 2 seconds
ie-mpc-hc the audio will continue, but the video will just freeze and then catch up
ie-youtube-HORRIBLE and LOUD; audio and video will freeze while making a deafening DJ effect on repeat
ie-music-HORRIBLE and LOUD; audio will freeze while making a deafening DJ effect on repeat OR will repeat the audio segment for a few seconds

intervals-seems somewhat constant. ie i had a stutter/freeze/buffering @ 12:37 and another one went off at 12:41 then @1249 then @1253. it makes gaming/music/watching youtube+tv really really annoying.

did a bunch of searching for the problem and solution. saw someone run DPC latency checker and latencymon.

results i get

latency says similar thing

ran it for 9 mins 33sec with the network card off

no issue when playing video file. maybe a fluke result. ran latencymon for 12mins and no ill effects to audio/video being played.

previous test 6mins 39sec as normal
