Thats actually a different issue. I actually sent in a card for an RMA over it. I've heard of a few other people doing the same.
What makes you qualified to diagnose such an issue? If different drivers effect the issue in different ways what would lead you to believe that it is a hardware issue?

Its definitely something that AMD needs to address sooner than later. These cards have been on the market for over a year now. There is no good excuse at this point.

While i understand the taking AMDs word with a grain of salt, im more inclined to believe them then all the hyperbole running around in here...

Thats why I linked to the Guru3d thread. Its just a discussion with effected users from what I've seen. I'm still not sure that this isn't a universal issue in certain games.

It isnt universal,

i dont have it, and neither do several people on guru3d, Rage3d, [H]ard, and TPU.

i'd say 2-5% is rare. Imho i believe its much more people. Do you own all mentioned games? And did you test them ALL on your computer?

Also could you give CS:GO a try on the thing i mentioned some posts ago? And if you don't see the same thing could you tell me your in-game settings pls? I really would like to know how to fix it..

I haven't seen confirmation on that. Its not a problem in most games and I assume that most people just don't play the effected games enough to notice it.

On top of that I don't trust most people's opinions. It never fails to amaze me what some people don't notice. A good example is the 64hz bug in Oblivion, FO3, and FNV. I noticed it the first time that I fired up Oblivion. Most people don't seem to see it.

Some people on the forums also get very defensive about their hardware. Another reason that I don't trust most people's opinions?

Same.

Rarity or not, for those suffering from this issue it's a real pain and I'm sure AMD are just as keen to resolve it as we are.

I agree 100%

I can only relate my personal experience, however.

I own 95% of the effected games, and i dont have any of the flashing textures issues other have.

Others have expressed similar experiences to mine in other threads.

As Thracks has stated, its rare and difficult to reproduce. The fact that its rare and difficult to reproduce pretty much precludes it from being universal regarless of your definition of rare.
