Odd voltage issue with 3570k and P8z77 i deluxe

Hello everyone, I was wondering if any of you would shed some light on an odd problem I am having with overclocking my 3570k. The motherboard is an ASUS P8z77 I deluxe (mini itx). Basically, the issue is that when I set a certain voltage in the bios, it is not the actual voltage the processor runs on under full load. Whenever I put my processor to full load, the voltage drops .1
Let me explain how I came about this. I was trying for a moderate overclock of 4.5ghz. Knowing that I had achieved this on my 3770k with 1.26v, I started here. The system would not even boot. Annoyed, I kept turning up the voltage, until it would boot fine at 1.35v! And then, the system crashed under a load test almost immediately. Frustrated, I put the voltage at 1.4v and gave it another go. This time, the system seemed stable. When I looked at CPU-Z during the stress test however, I saw that the voltage read 1.3v. When I stopped the stress test it went back to 1.4v. I have no idea why it is doing this, and even if the voltage does drop, the necessary voltage for a 4.5ghz overclock still seems very high, around 1.31v (after the drop)

1.31V is not out of the question for 4.5 on a 3570K. It's a little high, but it seems like a lot of chips are taking 1.3+ now. As for the voltage drop, try changing your setting for Load Line Calibration - try something like High or Very High.
