Console framerates vs PC, and how frame rate appears to different people(question)

If anyone would feel so inclined to shed some light on how FPS seen differently by people. Is it based on the specific person's anatomy? For example, my friend on his 7850 says games at ~35-40 fps feel smooth for him, however, as soon as I drop below 60, whether it be even 57 fps, I notice it immediately and it's just stutter heaven. Makes me feel like I need more powerful hardware than him because he doesn't notice the lag that I notice even if we're at the same framerate.

Also, with consoles that usually run at a max of 30 fps, I don't understand how that feels smoother than a PC at 30 fps. And I'm not talking about an inconsistent PC frame rate. I've tested by capping my FPS in games to 30 via MSI AB, and also for Far Cry 3, if you set vsync to two frames it caps at 30 fps but it feels absolutely disgusting, but on consoles, while it doesn't feel "smooth", but it's just "slower", compared to the jitterfest I see on my PC if I was to be at 30fps. So what's different here, if anyone knows.

Some people must have cybernetic implants in their eyes.

Haha, but on a serious note. Is there something that consoles somehow do differently when rendering FPS? Is it an eye trick that makes it seem 30 fps is "acceptable" while on PC there is no such trick and so it feels how it should? I just don't understand how some people can say 25-30 is smooth for them when it's a whole 'nother world for me. Not asking you personally, just putting things out there.

I think it's an acquired "taste". My parents never had a lot of money and our PC was always at least 8 years old, so I got poor FPS and didn't really notice it that much. Now that I've been buying "decent" PC parts, I notice anything below 60 like you.

Console is very consistent, while PC changes all the time unless you have a fixed framerate, which most people don't, so you will notice the drops.

It seems logical to me that the graphics on consoles are simply optimized well enough that its possible to make the graphics appear to run smoothly even at lower frame rates. No Idea what that difference is, but I'm sure it relates to how the developers know exactly what hardware they are working with on a console.

But that's what I'm saying. I've even capped all my games to 30 via MSI AB, even games that were on console and the difference between the two's smoothness was otherworldly.

Dark Souls looked the same on PC and console until I installed the fix on PC that unlocked 60fps. I think it's mostly because you tend to have consoles on a TV that you sit further away from.

Yeah I was thinking that it could have something to do with the seeing apparatus used, but I've not enough knowledge on either to know if that's where the difference lies. Another thing I was thinking, is maybe it's the controlling apparatus. I don't have a gamepad on PC, but maybe using the mouse is what makes things appear more jerky on PC when at a capped framerate of 30(especially using a high sensitivity), vs a console using a controller with a fixed turning speed.

on my 6850 used to get 60fps in unreal tournament 3 on my 1600x900 screen, upgraded to 1080p and the card suffered, kind of. It would dip down to 50-55 fps and i noticed it and it was just all stutter to me, i found it unplayable lol.
