Overclocking Problems; i5 3570K on a Pro 3 board

I have just purchased an i5 3570k. It is running on an ASRock Pro 3 mobo, Using the OC Tweaker on the board I supposedly overclocked the CPU but it is only OC'ing the turbo. I have done what i can to remove the turbo but it still will not actually overclock the cpu.
- The GHz wont change in in windows it still says " @3.4GHz "
- In the ASRock utility the CPU drops to 1.6GHz mostly and then rises to what i set it to for a few seconds at a time

Also a new problem had occoured, now not only will OC tweaker not allow me to overclock the CPU permanently it will no longer go above x38.

Any tips would be apreacated, I just need to permanently OC the CPU and not the turbo. Try and stop the drop the 16GHz and try and fix the inability to go above 3.8GHZ

Windows will display the speed at what the chip is rated. Everything reports at 3.4 Ghz CPU-Z
will tell you what it really is. You want to overclock the turbo and disabling it is problematic Dont use any oc tweaker, disable automatic overclocks or overclock profiles as all chips are different. change turbo boost auto voltage off and set it to +0.005 and set the voltage mode for CPU vcore to +0.004 and just work from there checking stability on multipliers. You dont need your oc speed unless you are doing intensive work. Prime 95 is intensive. make sure you use HW Monitor to view real time voltage and temp readings
